In 2005 the total amount of communication services rendered by organizations has made 1 356 million rbl., including 670 million rbl. of services rendered to the population, and 686 million rbl. of services rendered to juridical persons.

Communication is a dynamically developing branch of economics of the Republic of Karelia. There are more than 20 communication operators working in the republic providing a wide spectrum of telecommunication services to the population and organizations. The basic kinds of activity of telecommunication operators are such, as local, long-distance, international telecommunication, Internet access, leasing channels and physical lines of communication, broadcasting of sound programs by teleprogram, rendering mobile telecommunication services, etc.

With a view of expansion of cooperation in the field of telecommunication networks creation and development, maintaining their compatibility and interaction in uniform information and telecommunication space of Russia the Government of the Republic of Karelia worked within the framework of the Agreement on interaction and cooperation with Northwest Telecom Open Society, which is the largest telecommunication operator in the Northwest of Russia.

The quantity of the basic telephone sets in 2005 has reached the number of almost 210 thousand units, the telephone density on the average in the republic makes 68 phones per 100 families. The level of use of digital technologies in communication has made 5% in the republic, and 70% in Petrozavodsk. The waiting list of persons requiring telecommunication access was reduced by more than 4,5 thousand people.

Among the basic objects entered by the company in 2005 there are:

  • digital stations in towns of Kem, Soujärvi and a number of settlements in Prionezhsky district;
  • construction of the Pryazha-Soujärvi fiber-optical communication line;
  • creation of a high-speed multiservice network in Petrozavodsk, Medvezhiegorsk, Byelomorsk, Louhi, Kondopoga, Pitkäranta, Olonets, Sortavala, Soujärvi, Segezha, Pudozh.

Operators rendering services of mobile telecommunication develop actively in the republic. The works done have allowed to improve quality of communication, to increase the network capacities and to expand cover zones in cities Petrozavodsk, Kostomuksha, Medvezhiegorsk, Segezha, Soujärvi, Pudozh, settlements of Essoila, Konchezero, Martsyalnye Vody, along the highway to Sortavala, and near customs points of Wärtsilä and Luttä.

In 2005 the Government of the Republic of Karelia and the federal state enterprise Russian Television Broadcasting Network signed an Agreement on cooperation regarding issues of operation and development of television and broadcasting networks in the territory of the Republic of Karelia.

Implementation of State Policy in the Field of Informatization

Within the recent years information and knowledge become more and more important resource and real driving force of social and economic, technological and cultural development. Development and active introduction of new information-communication technologies (ICT) in all fields of activity change essentially models of education, labour, public life and vacation.

The Informatization of the Republic of Karelia in 2004-2007 program is accepted and being implemented in the republic. Its strategic problems are formation of uniform information space of the Republic of Karelia, development of the market of information services, formation of information culture of the population and creation of conditions for representation of the state information required by citizens, creation of an information exchange system. One of key actions of the program is preparation and acceptance of the Law On Informational Resources of the Republic of Karelia. Entering of this bill into the Legislative Assembly of the Republic of Karelia is planned in the 1st quarter of 2006.

Development and introduction of the register of information resources of the Republic of Karelia is begun.

In 2005 works for definition of system of parameters, methodology of information gathering have been conducted, the Concept of association of state information resources developed.

In 2006-2007 it is planned to start practical implementation of processes of integration of information resources of the Administration of the Head of the Republic of Karelia, Legislative Assembly of the Republic of Karelia, enforcement authorities of the Republic of Karelia on the basis of coordinated conceptual approaches.

Creation of the government work automated information system (Government Work AIS) for needs of the Republic of Karelia is directed on regulating of system of Government Purchases, increase of openness of the authority, increase of efficiency of budgetary charges. The annual effect from the AIS introduction is estimated as 10-30 percent from the volume of the means spent for the Government Purchases. Last year this AIS has been put into operation, its interaction with the Budget automated system is provided.

In 2005 work in the field of creation of informational resources of the Republic of Karelia has begun. In this direction within the framework of the Program two projects are being implemented: Creation of the e-Library of Regional Scientific Resources and Creation of Regional Information Resources with Use of GIS Technologies.

The major action of the Program is development and the following implementation of information monitoring which should allow to carry out supervision, estimation, forecast of processes of informatization, making timely decisions at the level of the Government of the Republic of Karelia and the Legislative Assembly of the Republic of Karelia. As a whole actions of the program are aimed at creation of potential for improvement of quality of life of the population of the republic, optimum use of information resources in the sphere of economics and management.

Results of The Best Region in the Sphere of Information and Communication Technologies (ICT) competition held in 2005 in the Russian Federation where the Republic of Karelia has won the second place in the ICT and Public Administration Quality nomination may be considered as appreciation of work done in the given sphere.
