Participants of the exit session
Preservation and development of culture of the Russian North was the subject of discussion at the joint exit session of Committees of the State Duma on culture and problems of the North and the Far East and the Commission on preservation of cultural and spiritual heritage of Public Chamber of Russia which took place in Petrozavodsk on April, 16th.
To participate in the session Minister of culture and mass communications of Russia Alexander Sokolov, Chairman of Committee of the State Duma on Culture Grigory Ivliev, member of the Public Chamber and vice-president of the All-Russian "Mediaunion" Elena Zelinskaya and others came to Karelia. Head of Karelia Sergey Katanandov, deputy of the State Duma of Russia Valentina Pivnenko, Chairman of the Legislative Assembly of the RK Nikolay Levin and heads of various establishments of culture have taken part in the session from Karelian party which took place in the Museum of the fine art of the republic.
Grigory Ivliev gives a keynote address
Opening the session, Sergey Katanandov has called symbolical time and place of its holding. Head of Karelia has reminded that on April 15 the congress of United Russia, possessing the majority of seats in the State Duma, development of culture has been declared a priority for the country. «It is obvious to me, that revival of Russia starts with Russian North, the Northwest region. Today we invest in culture and are interested in developing our northern heritage. Without Kizhi island, Valaam, Russian North there will be no Russia,» - Head of Karelia has declared.
Chairman of the Committee of the State Duma on culture Grigory Ivliev continued the topic of forthcoming increase in financing of the sphere of culture, perfection of legislation in the field of protection, preservation, uses and popularization of objects of cultural heritage. As he said, declared by the State Duma Chairman of Boris Gryzlov task to double financing in the sphere of culture in the nearest three years is feasible, therefore, today it is necessary to prepare the legislative base in the prime order.
Changes in the law on objects of cultural heritage of peoples of Russia, project of the new basic law on culture, improvement of the Culture of Russia federal target program became an occasion for substantial discussion at the session.
As the exit session passed in Petrozavodsk, matters also concerned modernization of the sphere of culture with reference to experience of Karelia. The session resulted in protocol in which deputies of the State Duma and members of the Public Chamber agreed with the opinion of our republic on necessity of increasing federal financing of works on preservation of monuments of culture in regions, and, in particular, in Karelia. Minister of Culture and Mass Communications of Russia Alexander Sokolov supported the idea of including Culture of the Russian North programin in the Culture of Russia federal target program which provides financing of a number objects of cultural heritage located in territory of Karelia.
According to Grigory Iyevlev, all offers stated at the exit session in Petrozavodsk, in the near future will become a point of issue in the State Duma of Russia.
