The e-Government formation
e-Government is a new form of organization of activity of the authorities which due to wide use of information and communication technologies provides qualitatively new level of efficiency and convenience of reception of services and information on results of activity of authorities by organizations and citizens.
President of the Russian Federation Dmitry Medvedev has set the task to provide no less than 60 key government services rendered electronically by 2012.
Issues of building the e-Government are in the permanent focus of attention of the Government of the Republic of Karelia. Creation of subsystems of the e-Government was carried out within the framework of the Informatization of the Republic of Karelia regional target program for 2008-2012.
Since 2008 work on creation the Portal and the Register of the Government Services of the Republic of Karelia is organized in the republic. All works are planned stage by stage for five years and will be completed by the end of 2012.
In 2009 the prototype the Portal of the Government Services of the Republic of Karelia which contains description of 122 government services rendered by federal and regional authorities was developed and brought into pilot production. Full information support is carried out for 22 government services: in the sphere of civil registration; establishment and confirmation of the citizen's legal status; privity; work and employment, etc.
One of the problems faced at development the Portal of the Government Services is development of the data filling and actualization mechanism. The mechanism of direct data submission for the Portal and the Register of the Government Services is developed. This system will be prepared for 2010.
In every regional employment center of the Republic of Karelia there have been established modern information kiosks (43 kiosks total). As a result, information of Interterritorial bank of vacancies, bank of vacancies on the Republic of Karelia, on conversion training of unemployed citizens became available to the population in all regions of republic. Information kiosks have also provided access to the information content of the Portal of the Government Services of the Republic of Karelia.
In 2009 the uniform system of electronic document circulation and office-work of executive authorities of the republic has been introduced. At the first stage the uniform system of electronic document circulation has united the Administration of the Head of the Republic of Karelia, the Ministry of Finance of the Republic of Karelia and the Ministry of Economic Development of the Republic of Karelia.
Introduction of the Uniform system of electronic document circulation and office-work has demanded revision of existing flows of documentation, training of the state civil servants, purchase of additional high-efficiency computer equipment, as well as iprovement of used program decisions together with experts of Petrozavodsk State University.
The Republic of Karelia's Official Internet Portal was modernized in 2009. Its design was imprived, there appeared sections meant for target groups of visitors, 'Virtual Receptions' were created on pages of authorities. In August, 2009 on the portal there has been introduced a video-blog of the Head of the Republic of Karelia where citizens can learn the opinion of the Head of the Republic on the most actual problems and express their own opinion.
It is one of few official portals of subjects of the Russian Federation which is supported in 3 languages simultaneously. The Portal is visited daily by more than 3,000 people, one third from them are from abroad. In the rating of sites of authorities on popular Russian search servers the portal is stably seen on the first pages. In 2009 the total amount of information materials located on the portal has grown by 28%, within the past year it has replenished with 26,000 information materials, 15,000 documents, 10,000 graphic and 200 audio- and videofiles.
To increase availability of information on activity of authorities of the republic, as well as efficiency of interdepartmental interaction at filling the Republic of Karelia's Official Internet Portal the order of the Government of the Republic of Karelia N107-P as of May 25, 2009 approved the Statute of the Portal and the Regulations of Information Support of the Portal providing regular electronic information exchange between the executive authorities of the republic.
The site of The Government Order of the Republic of Karelia was improved in 2009. As of the beginning of 2010 the automated system of The Government Order of the Republic of Karelia covered all executive authorities and 126 administrations of localities of the Republic of Karelia.
The Republic of Karelia on results of participation in the All-Russian exhibition in Moscow was awarded with the diploma For Development of the e-Government Subsystems.
In the end of January, 2010 the first results of work on formation of the e-Government in subjects of the Russian Federation have been summed up. According to the Applied Economics Center (Moscow), the Republic of Karelia is on the 1 place in the Northwest Federal District and on the 5 place among subjects of the Russian Federation on the level of the e-Government introduction.
