Boundary and Customs Infrastructure Facilities
Development of the boundary and customs infrastructure facilities is one of the main factors promoting cross-border and foreign economic cooperation. Substantial growth of passenger traffic is observed since recently of Karelian site of the Russian-Finnish border. Growth of Cargo and passenger traffic is expected soon while actual loading of the key border-crossing stations even now exceeds their rated capacity substantially. The Government the Republic of Karelia is working on issues of construction of the new international automobile border-crossing station Syväoro — Parikkala, reconstruction of railway border-crossing stations Wärtsilä — Niirala and Lyttä — Vartius (inclusive of prospects of container and passenger traffic). Reconstruction of near-border motorways is in progress. The corresponding agreement on joint activities with Russian Railways Inc. was achieved.
To solve the abovestated tasks the Government of the Republic of Karelia participated in 8 coordination councils of border-crossing points within the territory of the Republic of Karelia; worked on the issue of transfer of a number of near-border motorways into the federal ownership; solved issues of running border-crossing stations on holidays and weekends, organization of passenger railway transportation between Petrozavodsk and Joensuu; submission of project applications to Karelia and South-East Finalnd European Neighbourhood and Partnership Instrument (ENPI) cross-border cooperation programs between Russia and EU for reconstruction of Ihala — Raivio — State Border motorway and repair of parts of the motorway from Päozersky to the State Border was organized. As a result, necessary contracts were concluded, and the abovementioned projects will be implemented in 2013–2014.
Solution od occuring problems, preparation and endorsement of projects was accomplished by the Government of the Republic of Karelia in cooperation with the Administration of the envoy from the President of the Russian Federation to Northwestern Federal District, Federal Agency for the Development of the State Border of the Russian Federation, and Northwestern Administration of the Federal Agency for the Development of the State Border. Corresponding applications were submitted to the Government of the Russian Federation.
On results of meetings of Head of the Republic of Karelia with President of the Russian Federation, Prime Minister of the Russian Federation and President of the Russian Railways Inc. the projects submitted by the republic were approved. President of the Russian Federation has charged the Federal Agency for the Development of the State Border of the Russian Federation with solution of issues concerning construction of the international automobile border-crossing station of Syväoro and reconstruction of railway border-crossing stations of Wärtsilä and Lyttä.
