One of the tasks which the Government of the Republic of Karelia faced was to provide sustainable and safe functioning and further development of freignt and public passenger transport in the republic, organization of transportation service by motor, railway , inland water, and air transportations.

In 2012 it has been transported 26,6 million tons of cargoes, that exceeds the level of 2011 by 6.1%, by public transport (without counting reailway transportation) it had been transported 22,3 million people.

About 90% of all cargo transportation asccounts for railway transportation.

On results of 2012 the volume of cargoes transported by railway has increased by 11.7% in comparison with 2011 and has made 24,4 billion tons.

Due to conclusion of the Agreement between Russian Railways Inc. and the Government of the Republic of Karelia the agreement on cooperation in the sphere of railway transportation in 2012-2015 was signed on June 18, 2012.

In the year of account the Government of the Republic of Karelia supported cooperation with industrial enterprises of the republic and Russian Railways Inc. concerning provision of freight rolling stock.

Special attention was paid to preservation of passenger transportation. As a result of measutes taken by the Government of the Republic of Karelia concerning organization of cmmuter passenger transportation, communication on the site Lodeinoye Pole - Janisjarvi cancelled in 2011 was restored. Transportation along the defined routes is performed by North-West Commuter Company Inc.

The budget of the Republic of Karelia for 2012 provided 5,3 million roubles fpr partial recoupment of losses in the incomes caused by the state regulation of tariffs for railway transportation of passengers by commuter trains in territory of the republic. On the calculation of carriers, the specified means were extremely short. The State Committee of the Republic of Karelia for Prices and Ratesthe has stated financial loss of North-West Commuter Company Inc. in 2012 at the rate of 52,4 million roubles.

In October of 2012 on the initiative of the Government of the Republic of Karelia amendments were made to the Law of the Republic of Karelia 1557-ZRK of November 26, 2011 On the Budget of the Republic of Karelia for 2012 and for the Scheduled Period of 2013 and 2014 that has enabled growth of expenditure items on suburban transportations up to 30,5 million roubles.

Besides, on December 25, 2012 the agreement was signed between the Government of the Republic of Karelia, Russian Railways Inc. and North-West Commuter Company Inc. providing the obligation on the part of Russian Railways Inc. to increase transfer of profit tax to the budget. As a result, the profit tax transferred by Russian Railways Inc. in 2012 has exceeded the planned amount by 44 mln. roubles, which enabled allocation of additional 21.9 mln. roubles on commuter transportation.

On results of 2012 the Republic of Karelia was added to the list of eleven constituent territories of the Russian Federation which has performed their financial obligations to the carrier organization for suburban transportations completely.

According to the agreement on granting a subsidy to the budget of the Republic of Karelia from the federal budget and the agreement with North-West Commuter Company Inc. commuter railway transportation of students and schoolchildren was performed in the republic at reduced fares. In 2012 it has been transported more than 20,7 thousand pupils, to reimburse expenses on their transportation it has been spent more than 1,2 million roubles from the federal budget and budget of the Republic of Karelia.

Due to many appeals of citizens in the year of account the control over organization of railway transport service of the population of Muezersky and Kalevala national municipal regions was provided. Commuter train transportation on routes of Lendery Sukkozero, Jushkozero Ledmozero were carried out according to the coordinated timetables with frequency of 3 times a week.

Within 2012 a number of meetings with participation of representatives of administrations of municipal regions concerning change of work of railway stations located in territory of the republic have been held. Arrangements on preservation of work of ticket offices on socially significant railway routes were achieved.

On September 25, 2012 the agreement between the Government of the Republic of Karelia and Federal Passenger Company Inc. was concluded, a number of meetings with participation of representatives of the company and executive authorities of the Republic of Karelia were held where problems of organization of long-distance railway transportation were discussed.

Within the scope of coopreration the first trial voyage of the train from Petrozavodsk to Joensuu was organized.

According to the agreement with Russian Railways Inc. actions on development of objects of infrastructure of railway transportation in territory of the Republic of Karelia were carried out. In 2012 work the project of reconstruction of the railway station complex of Petrozavodsk was launched.

The project development is nearing completion, reconstruction of the railway complex is supposed to be completed by 2015.

The motor transport route network which includes more than 130 intermunicipal routes, 10 of which them are inter-regional and 50 commuter remained in force.

In the republic there are 5 bus terminal and 6 bus stations. The right to perform motor transportation of passengers by byses with more than 8 seats is possessed by more than 120 business units which rolling stock totals about thousand buses of various capacity. In 2012 transportation of passengers on intermunicipal routes was performed by carriers which have gained competition for the right to perform intermunicipal transportation of passengersin territory of the Republic of Karelia.

Work with the road organizations concerning putting public roads in order providing safe conditions of transportation of passengers was conducted, the operative management of the state unitary enterprises was performed.

According to the governmental order of the Russian Federation N641 of August 25, 2008 Concerning equipping transport and technical means and systems with GLONASS Satellite Navigation Facilities or GLONASS/GPS in territory of the Republic of Karelia on the basis of Karelavtotrans State Unitary Enterprise of the RK work on introduction of the Autograph system of satellite monitoring of vehicles was in progress. In the year of account about 100 buses were equipped with GLONASS/GPS devices, that makes about 98% of buses involved on intermunicipal transportation in the Republic of Karelia.

In 2012 the Government of the Republic of Karelia has been working to organize activity of motor vehicle inspection stations in territory of the republic and prepare documents concerning the order of moving of detained vehicles to the specialized parking, their storage, payment of moving and storage expenses, and return of detained vehicles.

Work on issuance of permissions to perform transportation of passengers and luggage by passenger taxi in territory of the Republic of Karelia is organized. In 2012 it had been issued about one thousand permissions. The register of issued permissions is published on the Republic of Karelia's official Internet Portal.

The Law of the Republic of Karelia 1627-ZRK of July 24, 2012 Concerning the procedure of regional state control of observance of requirements established by the federal legislation at performance of passengers and luggage transportation by passenger taxi in territory of the Republic of Karelia has been adopted.

The measures taken have enabled reduction of the number of complaints of citizens about work of public motor transport, and have made commuter and intermunicipal transportations more stable.

Air Transport is one of the perspective directions for development of passenger transportation in the Republic of Karelia. In 2012 air transportation services in the republic were rendered by Petrozavodsk Airport budget institution of the Republic of Karelia and Northwest Base for Aviation Forest Conservation State Institution of the Republic of Karelia.

To perform its main authorized activity Petrozavodsk Airport was granted 100 mln roubled from the budget of the Republic of Karelia in 2012. The Government of the Republic of Karelia has taken measures on the organization of air transportation in territory of the republic during the internavigating period with island territories and Pudozh.

With a view of support of this type of transport since 2012 the reduced business property tax rate is widespread to all the aviation property of air transport organizations.

Aircrafts of the Northwest Base for Aviation Forest Conservation State Institution of the Republic of Karelia transported passengers on the following routes: Petrozavodsk the Hay Lip Kizhi Petrozavodsk and Petrozavodsk Pudozh Petrozavodsk. In 2012 it was supported with 9,6 million roubles from the budget of the Republic of Karelia. Considering unsatisfactory condition of the highway on the site between Medvezhyegorsk and Pudozh, renewal of air communication with Pudozh has improved its transport availability and has reduced travelling time considerably.

According to the order of the Government of the Republic of Karelia N789r-P of December 21, 2011 the Northwest Base for Aviation Forest Conservation of the Republic of Karelia is reorganized through detaching from its structure the Karelian Center for Aviation Forest Conservation State Budgetary Institution which main task is fire conservancy. The main tasks and functions of the Northwest Base for Aviation Forest Conservation State Institution of the Republic of Karelia are maintenance of aviatransportation as well as performance of forest aviation works.

The Government of the Republic of Karelia in coperation with the Federal Air Transport Agency solved problems concerning revival and development of the aircraft service both on local lines, and on inter-regional routes. Issues of maintenance of commissioning of Pudozh and Kostomuksha airfields, reconstruction of airport Petrozavodsk were studied.

To perform reconstruction of engineering constructions of the Besovets airport complex within the scope of the Civil Aviation subprogram of the Development of the transport system of Russia (2010-2015) federal target program is stipulated to make 1,1 billion roubles, of which 784,8 million roubles is assigned by the federal budget, 108,8 million roubles is assigned by the budget of the Republic of Karelia, 198,8 million roubles is assigned by unappropriated means.

This project is included in the List of priority investment projects in the Northwest Federal District approved by Prime Minister of the Russian Federation on February 7, 2012. construction documents phase is completed.

On results of 2012 transportation of passengers by enterprises by air transport in comparison with 2011 has almost doubled.

For duly organization of passenger transportation by Inland Water Transport on socially significant lines before opening the navigation of 2012 selection of carriers to perform water-borne transportation of passengers on routes Petrozavodsk Sennaya Guba Velikaya Guba Kizhi Petrozavodsk, Petrozavodsk Shala Petrozavodsk (intermunicipal communication) has been held.

From the budget of the Republic of Karelia to support transportation on socially significant routes in 2012 it had been allocated 5,3 million roubles. The Agreement with The Kizhi Necklace Transport Company was concluded on granting a subsidy from the budget of the Republic of Karelia on partial reimbursement of expenses related to performance of water-borne transportation of passengers on the above-stated routes.

The Government of the Republic of Karelia continues work with federal authorities on reconstruction of hydraulic engineering constructions of the White Sea-Baltic Canal. In 2012 within the scope of the Inland Water Transport subprogram of the Development of the transport system of Russia (2010-2015) federal target program it has been allocated 2,1 billion roubles, of which more than 1,65 billion roubles was disbursed. Since 2012 foreign boats and yachts are allowed to pass through the Canal, that will enable growth of the inflow of tourists to the republic.
