Dmitry Medvedev has delivered his annual Address to the Federal Assembly

On November 5, President Dmitry Medvedev has delivered his annual Address to the Federal Assembly. Along with the State Duma deputies and members of the Federation Council, heads of the Government of Russia, heads of regions were invited to the Grand Kremlin Palace, and Karelia was presented by the Head of the Republic Sergey Katanandov.

His first Address to the Federal Assembly, Dmitry Medvedev started with assessment of the events of the current year - results of presidential elections and formation of the Government of Russia, as well as tragical events in South Ossetia and global financial crisis. The president has thanked the first-rate political movements of the country for solidary actions and has once again emphasized: «The State will fulfil all its obligations to the people. Monetary savings of citizens, the standard of retirement benefits, all social guarantees should be a subject of the most steadfast attention, daily work and unconditional responsibility of the Government of Russia and executive authority of all levels.»

In his Address Dmitry Medvedev has paid Special attention to problems of civil society development and democratization of the state. The President has reminded, that in December Russian Constitution will celebrate its 15 anniversary and has suggested to arrange further increase of the level and quality of public representation in government.

Dmitry Medvedev proposed to establish a constitutional norm, binding the Government of Russia to report annually in the State Duma on results of activity and questions brought directly to the parliament. Mr Medvedev's second offer was to increase the President’s term in office and the State Duma’s mandate to six years and five years accordingly.

In his first Address Dmitry Medvedev has paid great attention to the issue of struggle against corruption, continuation of judicial system reforming, issues of optimum differentiation of powers between the Federation and its regions, international relations.

One of the key points in the Address was assigned to problems of development of education, medicine, retirement benefits. Thus, the President has supported the offer to declare the year 2010 in Russia the Year of Teacher and has charged the Government to develop new principles of work of schools in the near future, as well as the order of their designing, construction and formation of material and technical basis.

Making comments on the Address of the President of Russia, Head of Karelia Sergey Katanandov said: «The President spoke of matters very important for everyone in Russia. The Address became a principle public appearance of a person who, together with his team, has thought over prospects and ways for solution of those issues that concern people today.»

In Sergey Katanandov's opinion, an important point was Dmitry Medvedev's reference to the Article 7 of the Constitution which says, that the Russian Federation is a social state. «That means, that pensions will grow, state-financed organisations will get support, small and medium business will develop,» - Head of the Republic of Karelia said.
