New ways to involve investments are discussed in Karelia

At the regular meeting in the Government of Karelia Minister of Economic Development of the region Mikhail Yurinov has told about government and private partnership in the republic. According to the Minister, now in the Russian Federation more attention is paid to cooperation between the state and business, however, regional legislation on this aspect is almost undeveloped.

The only law in Karelia which reflects modern understanding of the government and private partnership in the most complete way is the Law of the republic On the state support of investment activity in the Republic of Karelia. Thus, the region is facing the task to define possible tools of the government and private partnership in more details and to develop corresponding republic's laws.

From available investment projects in Karelia which implementation demands use of tools of the government and private partnership it is possible to mention three largest ones of not only the republican value: the White Sea port, Spasskaya Guba ski resort and the Pudozh megaproject. The Technological Village joint Russian-Finnish project may be another example for necessity to develop the republic's legislation on the government and private partnership implementation of.

Thus, the corresponding law would help to solve the problem of installing electrical equipment, laying on water supply and gas up to the borders of this or that industrial site, that is preparation of necessary infrastructure at the expense of the republican budget. Government organization (corporation or development agency) may become a mechanism for the law implementation.

Experience of some regions of the Russian Federation shows that investors prefer to come to the prepared sites, despite of their higher costs. So, according to Mikhail Yurinov, fourty percent of industrial sites in Leningrad region where investors came, already had engineering communications.

Thus, having provided creation of industrial zones in the Strategy of Development of Karelia, Program of social and economic development of the republic and documents of territorial planning, Government of the region intends to create legislative mechanisms of government assistance in their engineering preparation.
