Head of Karelia presented new economic policy of the republic in Finland

The visit of the official delegation of Karelia to Finland have proceeded on September, 11. Negotiations with the high officials of the country, and a presentation of economic potential of the republic to representatives of business circles took place.

As visit was, first of all, fosuced on expansion of economic cooperation with the neighbour country and our frontier region, the first meeting was negotiations in the Ministry of Employment and the Economy. Alexander Khudilainen together with Trade Representative of the Russian Federation in Finland Valery Shlyamin met with Minister of Economic Affairs of Finland Jyri Häkämies. The meeting was devoted to the opportunities that enterprises on both sides of the border gain upon Russia's accession to WTO. In the opinion of Alexander Khudilainen, work within WTO will give an impulse to development of both timber industry where decrease in export duties is expected, and economy of the republic as a whole. Today Karelia has to establish favourable conditions for investments in production and prepare transport infrastructure for increase of goods turnover volume.

According to the Head of Karelia, the Government has developed a concept of the new investment policy, simplifying the investors' entry in the republic a lot and increasing tax privileges for them. The corresponding package of bills will be submitted for consideration of the Legislative Assembly in autumn.

At the meeting in the Ministry of Employment and the Economy of Finland offers of the Karelian party on development of border-crossing check points were also discussed in detail; in particular, project of construction of Syväoro-Parikkala international automobile border-crossing point that will assume about 30% of the workload of Lyttä-Vartius check point and will also reduce the workload on the neighboring check points of the Leningrad Region. According to the approved international projects the highway through Syväoro will be reconstructed by the end of 2014. In 2015-2016 the federal motorway through Lahdenpohja and Sortavala regions will be reconstructed, too. Besides, the Government of Karelia in cooperation with Russian Railways works on reconstruction of railway check points of Wärtsilä-Niirala and Lyttä-Vartius, and is going to introduce regular passenger transportation on routes of Petrozavodsk Sortavala Joensuu and Petrozavodsk Kostomuksha Kajaani Oulu.

On results of the talks Minister of Economic Affairs of Finland has stated his high opinion of initiatives of authorities of Karelia. As he said, currently, Finnish enterprises in cooperation with the government seek new regions and spheres of activity, and are ready to pay scrupulous attention to Karelia. "As for the cross-border cooperation, I consider that it will be a good tool for new initiatives," Jyri Häkämies said.

Then the delegation of our republic proceeded to the Parliament of Finland where guests from Karelian met with vice-chairman of the committee on international affairs Mr.Pertti Salolainen, chairman of the group of friendship with Russia Mr.Jouko Skinnari and other deputies. At the cup of coffee in the conference hall of the Parliament alongside with economic issues the parties discussed various matters concerning life in Karelia and the role the Finnish party may have in its improvement. Members of the Parliament have offered Head of Karelia and Nikolai Makarov, Vice-Chairman of the Legislative Assembly of the Republic of Karelia, to develop inbound tourism, build sports objects and restore historical sights in the republic in a more active way. Such steps will raise interest to the region and will allow to use the advantages of the extensive border in full. Alexander Khudilainen has supported these offers, having declared the following: "We are ready to open the doors to Karelia widely to Finnish tourists. We have a lot to show. We also understand, that for investors usually follow the tourists." Tourist traffic from Russia to Finland may be a good example in this area. In 2011 Russians have crossed the Finnish border more than 10 million times. Involving tourists to Karelia, our republic could also create jobs in this sphere, receive surtaxes, and subsequently create joint ventures.

Visit of the delegation from Karelia that includes ministers of the Government of Karelia, deputies of the Legislative Assembly, heads of administrations of some municipal regions, and entrepreneurs to Helsinki has caused the liveliest interest on the part of the management of Finnish companies. The Trade Representation of Russia in Finland on Alexander Khudilainen's request has taken up to help to establish new economic relations, thus a meeting with business circles was organized there. Directors of more than one hundred Finnish enterprises have come to the Trade Representation personally to meet the delegation from the frontier republic. Head of the Trade Representatation Valery Shlyamin speaking at the presentation opening, has admitted that there was no such a delegation from Karelia since the Russian economic mission was founded. "From the bottom of my heart I wish the Government of Karelia, business circles, heads of local self-government, deputies to make a breakthrough towards Finland. We see, what expectations and and good mood there is in Finland to Karelia. Let partners find each other," - Valery Shlyamin said.

At the presentation Alexander Khudilainen has told the interested Finnish businessmen that in the beginning of September the new Government has presented the basic directions of social and economic policy of the region through to 2017 to the Legislative Assembly of Karelia. The program of gas distribution network development in the region amounting to 6 billion roubles is prepared, significant means for reconstruction of highways have been assigned. These undertakings alongside with the announced economic preferences to investors and the advantage of Russia's accession to WTO open wide prospects for Finland in relation to Karelia. "We would like the trust between Karelia and Finland to grow, and we shall do our best to justify this trust," Head of the republic declared.

Various opportunities for development of cooperation were presented at the meeting by Rector of the Petrozavodsk State University Anatoly Voronin, executive director of Petrozavodskmash JSC Nikolay Shakolin, Head of the Administration of Pitkäranta region Olga Starikova, Mayor of Kostomuksha Vladimir Vladimirov and other members of the delegation. By the first responses from the Finnish party, local businessmen are interested in implementation of projects in Karelia and are ready for cooperation with the new Government of the republic.

September, 12 will be the final day of the visit of the Karelian delegation. Head of Karelia will meet with Minister for European Affairs and Foreign Trade Alexander Stubb, and will also visit Lahti Science and Business Park Ltd. and a number of local industrial waste treatment plants.
