The Government of Karelia approves the Concept of Social and Economic Development of the Republic through to 2017

One of the main issues on the agenda of the session of the Government of Karelia on October, 29 was consideration of the Concept of Social and Economic Development of the Republic through to 2017. Head of Karelia Alexander Khudilainen chaired the session. Besides the Cabinet Ministers, Valentina Pivnenko, deputy of the State Duma of the Federal Assembly of Russian Federation, Alexander Hynninen, Chief Federal Inspector in the Republic of Karelia, deputies of the Legislative Assembley, heads of municipal formations, and heads of republic's departments of federal authorities took part in the session.

Valentin Chmil, Deputy Head of the Republic of Karelia and Minister of Economic Development presented the Draft Concept of Social and Economic Development of the Republic.

According to Valentin Chmil, the Concept was developed by a working group which included representatives of the republic and federal executive bodies, local self-government, scientific and public organizations. Besides, the Draft Concept was consulted widely through public appeal of the Head of Karelia to citizens of the republic. The guidelines of social and economic policy of the Government of Karelia through to 2017 approved on September 7, 2012 at the enlarged session of the Government of the republic were assumed as a basis for the Concept.

In accordance with the Strategy of Social and Economic Development of Karelia through to 2020 a long-term objective of social and economic development of the republic is improvement of the quality of life of the population on the basis of steady balanced development of economy, formation of potential for the future development and active participation of the republic in the system of international and inter-regional exchanges. In view of the stage-by-stage achievement of the strategic goal set by the Concept, mid-term goals and objectives of social and economic development of the republic have been developed.

In the sphere of economic policy the key objective of the Government of Karelia is maintenance of steady rates of economic growth on the basis of modernization and increase of competitiveness of the basic economy sectors in the increasingly competitive environment. Proceeding from the object in view, the mid-term primary tasks of the economic policy of Karelia are the following: improvement of the investment climate, technological modernization and diversification of the economy, creation of conditions for development and introduction of high technologies and innovations, support of small and medium-sized business entities, formation of the tourist complex, elimination of infrastructural restrictions of economic growth, creation of conditions for strengthening and development of the external economic and inter-regional communications.

In the sphere of economy by 2017 the Concept provides implementation of more than 100 investment projects, creation of 18,000 new jobs, doubling of the budget of the republic, annual growth of the index of industrial production at the level of 5%, provision of gas supply to 75 settlements.

The key mid-term objective of social policy the Government of Karelia stated by the Concept is the consecutive increase of the level and quality of life of the people. "The most important for the republic is to make its population size stabilized and to stop the outflow of youth from the region. We should create such conditions to make each person able to fulfil his or her potential and abilities, to make Karelia problem-free for life," – Valentin Chmil said.

To achieve the object in view it is supposed to improve the quality and availability of medical services and education, to form the market of affordable housing in Karelia, to develop the social service system, to create conditions for stable growth of incomes of the population, and to work in other directions, as well.

As a result, by 2017 it is supposed to increase real income of population by 40%, to reduce the level of unemployment from 2.4% to 1.6%, to create conditions to increase life expectancy from 67 till 70 years.

To increase efficiency of the state governance and local self-governance, to prevent corruption it is necessary to meet the challenges of formation of the effective system of bodies of the government of Karelia and institutions of local self-government, increase of availability and quality of the state and municipal services.

Annual independent monitoring of implementation of the Concept is provided in order to control the course of performance of the planned activities and projects.

The expert appraisal of the Concept was made at the session of the Government of Karelia by Rector of Petrozavodsk State University Anatoly Voronin. As he said, the document is well structured and is easy to read. The authors have accomplished the in-depth analysis of problems faced by the republic, have managed to state precisely the goals and objectives for the authorities of the republic, to establish significant parameters on which it is possible to assess the overall progress on the Concept implementation. "A lot depend on the efficiency of work of the Government of Karelia on mobilization of federal funds and private investments," – Anatoly Voronin said. On behalf of the university he has promised support of the scientific community and assistance in mobilization of investments to establish innovative productions. For example, in a short time PetrSU will launch construction of a building of the Institute of High-Tech Biomedical Solutions, and the total amount of projects like this exceeds 4 billion roubles.

In the opinion of Head of Karelia Alexander Khudilainen, the main prospect for Karelia today is diversity of industrial production. It is necessary to build and launch new enterprises to avoid depending on several enterprises providing the bulk of the budget revenues. "Today we are a single-industry republic, indeed. If something happens to our single-industry towns, it will cause problems for whole Karelia. Therefore, we shall develop small business, involve investors, promote the Pudozh megaproject. Today this is the only prospect of development for Karelia," – Alexander Khudilainen said.

On results of the consideration, Cabinet members of Karelia have approved the Concept of Social and Economic Development of the Republic through to 2017. Now the document will be submitted for consideration of deputies of the Legislative Assembley.
